DESCRIPTIONSocial value needs in local areas are difficult to define. Public organisations have both mandatory and voluntary requirements to add social value as a delivery criterion to tenders. The lack of comparative, actively updated data makes it difficult to build these criterion. Tender bidders, not inherently aware of social & environmental challenges in all geographical areas, are looking for guidance on social value focus areas to deliver meaningful benefits through their contract work.

MORE ON THE DONATIONwhatimpact is a think tank for social value and provides training, research & impact reporting. We are contributing pro-bono consultancy & impact reporting services to help build an open-source data platform for social value. Also supporting the project with PR & Comms.
The Government’s annual procurement budget is close to £400bn and it is now harnessed to deliver social value to local communities throughout the contract, focusing on added value in specific geographical areas. The Government has created a Social Value Model with 5 key themes to make sure the UK is levelling up, recovering from COVID-19 and is on the route to reach UN SDGs by 2030. To make sure these resources are not wasted – more data driven support is needed in social value decision making.
The first three months of the project have been extremely productive in terms of creating a successful prototype of the data platform product, but also in forming the foundation of the cross-sector collaboration and structure to the whole project. So far, the project has been run solely with bro bono skills, product, and service donations, and considering the scale and achievements, this level of collaborative contribution so far is considered a big success.

Direct Outcome 1
An innovative project and a real-life prototype of an open-source social value data tool was built in a speedy, hands-on and collaborative manner.
The findings from the prototype about social deprivation areas in the pivot council Plymouth were already eye-opening and prove the utility of the concept of local data being useful in social value planning going forward.

The prototype was presented to a larger audience of interested stakeholders. The tool worked, served its purpose and all parties wish to continue in the project to develop a nation-wide tool.
Direct Outcome 2
During the preparation process for the hackathon and afterwards, the steering group has identified structural, legal, funding and communication related needs for the project to take forward to ensure the continuance and the public benefit of the project.

Direct Outcome 3
Consolidating and aggregating existing, vast amount of government open-source data, which traditionally has been in a format which is difficult to use and understand by non-data professionals. Also, data sources related to Social Value Model topics are in different places which makes is time-consuming to utilise.
Social and environmental deprivations are interlinked and connected. Although areas of deprivation are found, it is important to lean on the expertise of the Third Sector and Government to connect this data to ways to solve the named challenges.
Observation
The data scientists, social value specialists from companies and the government representatives involved in the project verified the need for connecting the data to solution driven technologies and processes.
Indirect Outcome
The Government as a whole and its various departments are interested in cross-government collaboration and willingness to make this platform to harness the government’s buying power for efficiently to social value and make this ‘One Government’ project and product.
Next stages of the project and next hackathons will include other Government organisations based on the work the steering group has done alongside the hackathon.
The launch of the prototype demonstrated how user-friendly and connected to the Social Value Model the product can be, which has raised a vast interested in government bodies after the hackathon for future collaboration.
Observation
The steering group is keeping track of all developments in the project and is already planning next stages of the project with new government related partners.
Negative Outcomes
Some companies who wanted to participate in the first hackathon could not make it, as it was arranged on such a short notice.
Key Learnings
The hackathon 2 and 3 will be announced 2 months before they take place, so all willing organisations have time to prepare and sign up their candidates to the project.
Impact
Social value benefits are delivered at a local level, and it’s imperative that all stakeholders work with clear and common purpose. The sharing of Government data, and the clear publication of intentions enables a “One Government” approach, working collectively with the community, business, and local public and VCSE organisations to target activities to bring about lasting change.
